You’ll always be down if you get to average down. If you get to hit the final average down, you’ll initially be down quite a bit. However, in the averaging down process you own more shares at each averaging point and get in at lower P/E’s and higher blended dividend yields, etc. So that’s how that works.

Should you average down? If you’re not a U.S. citizen and not in a U.S. account, then, yes. If you’re a U.S. citizen and/or use US based accounts, then you’don’t be able to buy and only sell CHL, due to a presidential executive order that went through in the US.
